He is the patriarch of the Weasley family and married to Molly Weasley with whom he has seven children: Bill, Charlie, Percy, Fred, George, Ron, and Ginny. He is the son of Septimus and Cedrella (née Black) Weasley. Interestingly enough, this makes him a descendant of the wealthy and aristocratic (and Dark) House of Black, but his mother was disinherited for marrying into a family of wizards who were not only poverty-stricken but also "blood traitors". He is Sirius Black's second cousin once-removed.

Arthur is described as being tall and thin, a physicality inherited by his third and sixth sons Percy and Ron while his first son Bill only inherited the tall stature but not the thin build, and as having a receding hairline and glasses; third son Percy also wears glasses.
Biography:
Mr Weasley is considered by many to be a 'Muggle loving fool'. It's true he has a fascination with Muggles and a penchant for Muggle artifacts such as automobiles and electric plugs. He collects such things and tinkers around with them; he even enchanted a car to make it fly. His eyes light up with just the name of 'Muggle' and this sometimes causes his family to roll their eyes. Mr Weasley makes for a rather eccentric but wonderful character with role model qualities.
He was born into an all wizard family and of course attended Hogwarts when he came of age. He graduated from Hogwarts and began workingfor the Ministry of Magic. Because of his empathy for Muggles, he was placed in the Misuse of Muggle Artifacts Office - a small and often berated work place, but much loved through his good nature. He'd been acquainted with Molly in his youth and later married her. Together they had seven children, lavishing them with all the love and caring a true family could give. Because of his 'unimportant' job, Arthur made very little money, but still his family manages to find happiness.
Arthur first met Harry Potter after his boys rescued the young wizard from imprisonment by the Dursleys. When it is discovered he has a flying car (against the Ministry policy) he faces an investigation and is eventually acquitted. He escorted his children and Harry Potter to the Quidditch World Cup, working with security through the Ministry. When things got out of control after dark, Arthur was dispatched to help rescue a Muggle family from a parading force of Death Eaters. He prevented Harry and the others from being stunned in the woods. Fearing Harry would be a target by Sirius Black, an escaped prisoner from Azkaban and then conspirator to the murder of the Potter, he escorted the young man to the train himself. One of the primary agents in the Order of the Phoenix, Arthur was badly hurt by Voldemort while guarding a secret room in the Ministry of Magic.
Hospitalized for a time, Arthur eventually recovered and returned home.
The summer of 1996 brought surprises for Arthur. The old Minster for Magic was ousted and a new one was appointed (Rufus Scrimgeour). The new Minister immediately created new departments to handle the new Voldemort threat and Arthur Weasley was promoted to head of a new office. The new office was called Office for the Detection and Confiscation of Conterfeit Defensive Spells and Protective Objects. This Department was responsible for seeking out and stopping the sale of phony protective items and spells that might, in fact, cause harm to this user. This new job not only provided a better paycheck, but more responsibility. Instead of just one old Wizard, Arthur now had ten people answering to him. But it seems that he missed fooling with his little Muggle things (like spark-plugs). His wife let him know it was rather silly to give up a brilliant promotion to play with Muggle toys. Disappointed as he was to lose a work reason to fool with his 'toys', he did adhere to the Ministry's new safety standards to protect the household.
CHARACTER TRAITS
A sympathetic soul:
Mr Weasley has a lot of sympathy for others; he has a caring heart. He showed true compassion for Dudley when he greddily swallowed one of his twin son's ton-tongue toffee' causing Dudley's tongue to start growing at an alarming rate. Unlike most, he is even sympathetic to the plight of the House Elves. For at one point he told Hermione that he agrees with her about the creatures and the way they are treated.
Compassion and support - Something we all need, and Arthur is a person that gives that.
Standing alone:
Mr Weasley has been a faithful employee of the Ministry of Magic for years. Why has he not moved up at all and is still paid low wages? As it is obvious, Muggles are not a problem with Arthur. He loves them. So, he does not mind 'half-blood' or Muggle born wizards. In fact he encourages such potential wizards. He is completely opposite of opinion then say, the Malfoys, in that he is not wanting to rid the world of Muggle borns. He does not carry that kind of predjudice against those who are not all-wizard, like himself.
Fudge himself and the other leaders in the Ministry have the same kind of predjudice that Malfoy has. Although it is less harsh and they are not as outspoken about it, it is still there.
Mrs Weasley said. "Fudge thinks he (Arthur) lacks proper wizarding pride".
Because of his opinions he has remained where he was all of those years, no doubt continually watching his collegues being promoted, while he sits stagnant. Because he believes in an opposite cause, he cannot support his family as well as he would like. Yet, he does not change sides. He stands up for what he believes, even though it costs him.
Standing up for what is right can hurt you greatly, but that should not deter us.
Arthur not only stands for the right cause, but he also keeps a good attitude about it, for he never complains about the situation.
